Feature change: apply loading spinner backdrop to the section accordion #434

For add UM user module, the loading spinner backdrop is applied to a large section of the page. For a cleaner design, try adding this backdrop to the section accordion instead.

(almost applied this change for another Issue. I'm just typing it out here to split the code change since it would be a new feature)

The spinner backdrop is confined to the section list (add multiple sections) and the section selection (single section)
