Update dependencies, development patterns, typing

This project needs to be brought up to speed with the tools and patterns of our other projects. I'd say ideally we do the following:

• Bump to Python 3.10, or 3.11
• Update pip packages
• Adopt docker-compose
• Configure mypi and add TypedDicts for the DB Query and Job dictionaries.
