[Frontend] Adding missing pieces of Torch `from_fx` #431

The previous PR of PyTorch FX importer missed a few points. This PR adds them back.

Specifically, these points are related to

supporting functional AdaptiveAvgPool2D,
deferring model parameter layout transformation to compilation stage instead of import stage.
