Update infrastructure to use Windows 2019 #105

GitHub says Windows 2016 is deprecate from 1st April 2022, so this patch update the infra to use Windows 2019 instead.

This is needed to unblock https://github.com/tlc-pack/tlcpack/pull/102.

@tqchen this seems to have an issue with the build on Windows due to a missing Visual Studio. Any idea how to resolve this, or who could help us?
