Unsure @ashutosh-arm, this problem has been happening since at least July 2023. I raised and issue for the same problem with Conda instances here: https://github.com/tlc-pack/tlcpack/issues/186#issue-1835234582. @tqchen are you able to advise here?

Yes, the CI failures here are unrelated to the PR.
