[microtvm][RVM][CI] Add jenkins to build RVM daily for Zephyr platform #88

This jenkins file will build RVM box, upload it to vagrant hub and test it with certain zephyr boards. Currently, it doesn't involve testing on real hardware. Also, support for Arduino RVM will be added later.
