Enable tlcpack Python 3.9 wheel package #99

Enable Python 3.9 package as discussed in https://github.com/tlc-pack/tlcpack/issues/96.

This fails when running in tlcpack/package-cu102:v0.4 and I think it is because of an old version of Python 3.9 being used, that is having some bug... so I'm pausing this for now.

I'll need to separate the Python versions for CPU and GPU packages while we have these issues going on, and at the same time to be able to publish our apache-tvm packages for Python 3.9 and 3.10... so I'm closing this.
