telosAPI.js functions inside UAL

Need identical copy of telosAPI.js file inside the UAL: https://github.com/tlccstudio/xeros/blob/1b660571e52d66d23191853af84160409d79e378/js/telosAPI.js#L1

The reason being, we can write a single JS functions in telosAPI.js which will operate for both Xeros and the UAL.

The UAL needs the following functions added to telosAPI.js:

• tlos_has_linkauth(account_user, contract, action_name, permission) -- Check if linkauth is setup. Returns boolean true, false.
• tlos_get_publickeys(account_user, permission) -- Returns array EOSIO public keys and permissions for a given permission of an account. See this image:
