extract-summary p6ds8arsan6y Function execution took 60033 ms, finished with status: 'timeout'

several actions need to be done:

[x] for the future we need to always re-parse article
[x] increase time in between new articles are send for inference
[ ] ideally migrate BERT to Cloud AI Prediciton
[x] increase timout for extract-summary function
