Hi, thanks for the issue. The hacktoberfest banner isn't explicitly required in the README of a project to document its participation. Any project having the repository label "hacktoberfest" has opted in to participate in the initiative (check out https://hacktoberfest.com/participation/#maintainers for more information).
In our case, all repositories in the tldr-pages organization have the "hacktoberfest" label and your merged PRs (contributions) are automatically counted after the 1 week buffer period.
