page request: qstat & qsub #10877

Command description

Firstly, apologies if this is not the most suitable issue type. I noticed that qstat or qsub pages refer to TORQUE scheduler. However, other schedulers, at least SGE (AFAIK), also use these commands but with different arguments and syntax. How should this be handled?

we need to keep track of which scheduler is currently in use. One way is to use env variables to determine the current scheduler and then passing the arguments accordingly.
