Sign type 4 not displaying correctly #248

When there are four sign plates, the forth is not showing correctly - see below. (ISL sign 'S_ 000023458'. Type 4 is 'Priority over on-coming traffic'.

Two other sign related issues:

Number of occasions when sign not displaying. Seems to occur when closest point is close to a vertex. Further investigation required.
Currently icons (svgs) are all pre-made. Would be good to generate svg on the fly including for the correct times and possibly make readable size(?)
