Labels and leaders not displaying during printing #409

Issue raised whereby labels and leaders that are showing within the TOMs session are not showing on the print version. The specific Proposal/Street is TRO 21-14 and Newhaven Road.

It turns out that the issue is related to the scale at which details are being viewed at the time the print command is issued. If it is smaller that the property "MinimumTextDisplayScale", they will not show.
