Investigate legality of downloading GPL components from a Prudence installer #6

It would be very useful if we could do this, because it would allow us to
install:

1. The Tanuki wrapper
2. Caucho's Quercus PHP engine

I know the Eclipse project does this (after showing you the GPL and asking you
to agree to it), but it's worth looking more deeply into this to make sure we
are not violating the GPL.

This is solved in Prudence 2.0 via the use of the new Sincerity project.
