Ubuntu: allow the package to download Tanuki wrapper and Quercus #7

While we can't distribute these packages with Prudence due to their licenses,
perhaps we can download them on behalf of the user after manual agreement.

Better yet, it may be possible to package both Tanuki and Quercus in our PPA,
in which they would both be pulled in as simple dependencies.

What is the legality of it? How are Ubuntu and other free OSes allows to
distribute GPL software together with non-GPL?

This is solved in Prudence 2.0 via the use of the new Sincerity project.
