Do we need standalone binary? #7

For now due to #6 the standalone binary build is badly broken, correlation machinery now focuses on DB backend. If lofi is still useful as a stand-alone binary (e.g. for region data bootstrap), we need to design new formats for storing that data locally, as well as a way to upload it to the DB.
