Refactor into package #17

Related to #16, it would be much nicer if all the code could be distributed as a Julia package. Not much extra has to be done here and it would avoid jankiness like in 0cd1c39ad5e03b653cfa6e5af991065b9c0a7317

I now think this wouldn't net us much so I'm going ahead and closing.
