AI logic - a disconnected road segment will never be reconnected #39

There is logic to connect disconnected flags, but if a flag has ANY path, even if it has no route to castle/warehouse/rest of realm road system, it will not be reconnected.

Idea for fixing this... occasionally trace all roads and ensure all flags appear
