I started with #20 but then I realised it couldn't be done in isolation.

I have reorganised a bit the material moving content from abstract/intro/overview around to paint a (slightly more) coherent picture.

OK. At a high level:

I think the new abstract is too difficult to read, and is not better than the old text.
I think we should all discuss (again) the relationship between this draft and the KAT draft. My understanding so far had been that KAT is just one way of implementing the current draft. But your text makes it clear that you see it as a strong dependency.
