To keep the text in 8446bis and to avoid having people to read 8446 (and address the OPEN issues) in the IANA Considerations section - from IANA:

If you want to keep the old actions in the document, we’d like to see those
actions preceded by an introduction or sub-section (or more than one sub-section;
however it’s appropriate to structure it) that tells us what the new actions are
for this document.

The diffs are informative here - I think there's only adding general_error to TLS Alerts and updating the references to RFC 8446bis vice RFC 8446.
