Migrate CI to GH Actions + Docs fixes #9

Migration of continuous integration checking from a combination of Travis and Appveyor to GitHub Actions (as with all other tlverse repos). While performing the conversion, devtools::document() threw some errors, mostly related to documentation cross-linking issues, so I fixed these too.

To get the Appveyor builds to stop running, you have to remove the Appveyor project via their website, but maybe @jeremyrcoyle has the right permissions for this
