TEA_Cron.php doesnt stop during API downtime #77

What steps will reproduce the problem?
1. Wait till the API server is offline (like during patch day)
2. Run Cron job.
3.

What is the expected output? What do you see instead?
In other API checking things i have, it checks ServerStatus.xml.aspx on the 
api, if its up, it continues the job. If its down, stops the job from running.

At the moment, while its going through the list of members revoking their 
access as it cant get the info it needs from the api.
