Jabber group rules aren't re-evaluated unless user saves their own profile. #94

TEA Version? 1.3.0 r168

What steps will reproduce the problem?
1. Change the group membership of a user either by a TEA rule or manually

What is the expected output? What do you see instead?

The groups in Jabber are not updated if appropriate when the users group 
membership changes or if the Jabber rule set changes.  They do get updated 
correctly if the user goes to the Jabber tab on their profile and clicks on 
save profile.

Please provide any additional information below.

Running TEA_Cron.php doesn't appear to force the rules to be re-evaluated 
either.
