Wi-Fi/Data Plan stop automated switching #120

What steps will reproduce the problem?
when you are indoors, Inspire uses wifi, if you go away from wifi, it got stuck 
switching to data plan. And Viceversa, from Data Plan to wifi, never switch 
back to wifi. Appears like wifi it's off.

What version of aospX are you using? And when did the issue first start?
MR1/ this issue appears in this version. Previous one does not have that kind 
of issue.

Does the issue happen after a full wipe and without any data restored?

Just after OTA release appear, I update the inspire, and this bug appear. So I 
did a full wipe/clear Davik Cache and reinstall missing apps.
