SMS/MMS Notifications not being received.

What steps will reproduce the problem?
1. Wait for friends to call stating I don't answer my texts.
2. Open text messaging app (tried stock and Chomp)
3. Notifications appear.

What is the expected output? What do you see instead?
I am expecting a notification when texts arrive and am not always getting them.

What version of the product are you using?
versions AR25 and AR26

Please provide logcat ouput and any additional information below.

I am unable to reproduce this one, I get quite a few sms/mms a day (150ish) and 
have had 0 issues. One thing I have noticed is that if the phone locks while on 
sms screen, then it will not give a notification, this is just default behavior 
and you need to exit out of the sms app (atleast with stock app). But if you 
have exited the sms app then there should be no issues. I recommend a full wipe 
data/factory reset first off, then I would try it without any 3rd party apps 
installed (ie Chomp..etc) It is possible that the 3rd party SMS/MMS  app is 
overriding notifications or something.
