A clean install is recommended for AR31, so please try after a data
wipe/factory reset. There were some APN changes in 31, so doing a dirty install
could be the culprit.. MMS on ATT works fine for me.

A clean wipe seems to have corrected it. I had tried to restore some data with
TIBU, which re-introduced the issue. After doing a re-wipe and manually
restoring/recrating what I had I was able to get it working. So far. Will
report back after installing some more apps.
