btw escaping the backslash \ does not work either
done some investigation;
only the yum proxy does not work. wget works fine, curl works fine.
it seems that this file:
vagrant-proxyconf/lib/vagrant-proxyconf/action/configure_yum_proxy.rb
is not working as it should.

I don't understand your use case. You have invalid URI in your proxy line that this plugin is trying to parse into a valid URI.
Here's the offending problem
