Icarus toolbar buttons not aligned, don't remember where they were

What steps will reproduce the problem?
1. Load Icarus - the toolbar buttons are not aligned
2. Change the alignment and restart Icarus - toolbars don't remember where they 
were placed

What is the expected output? What do you see instead?
The toolbars should be left aligned, and / or remember where they were last 
placed. Refer to the screenshot to see what I see.

What version of the product are you using? On what operating system?
3.2 build 601
