TeamCity service messages too verbose #830

What steps will reproduce the problem?
1. Run tests with Gallio in TeamCity
2.
3.

What is the expected output? What do you see instead?

##teamcity service messages for testSuiteStarted, testSuiteFinished, 
testStarted, testFinished include the full name (path) of the test/suite, 
causing TeamCity to produce test ids that are way too verbose.
We should be writing the Name instead of the FullName for these messages.

Please use labels and text to provide additional information.
