Make Test Explorer state reset on dll reload optional #851

At the moment when a dll is rebuilt and consequently reloaded by icarus the 
Test Explorer state is reset to the state that was saved when the app last 
closed. I suggest that this should be an optional feature or only occur when 
the application first loads.
