Submitted localizations need updating

Several of the submitted localizations need updating as they're out of sync with the current localizable strings:

• [ ] 简体中文 (chs.js)
• [x] Français (fr.js)
• [x] Ру́сский (ru.js)

Beyond that, all of the submitted localizations could probably stand to be sanity checked against the new localization template (locale/l10n-template.js)—only on the develop branch at present.
