Can't blow up colonial one #19

There's a super crisis that destroys colonial one. There needs to be a way to disable all of those locations and move anyone there to sickbay.

You can already move everyone on C1 to Sickbay and simply not allow people to move back there. We don't strictly speaking need to handle this in DM, but by the same token, more explosions are always better than fewer explosions.
