Enable for Rails 3.2 and 4.0. #1

Thank you very much for packaging openlayers!

I tried out the gem with my Rails 4.0.0.beta1 application and it works. I'm pretty sure this will also work on Rails 3.2.

I hope that you will consider merging this and doing a patch release. The setup in the README is so convenient!

The ~> 3.1 syntax resolves to >= 3.1, < 4.0, so Rails 3.2 should not be an issue - using it myself. However, thanks for testing on 4.0!
