Feature request: Adjustable delayed start for LiveTV mode. #25

Hi,

Would it be possible to add an adjustable delayed start (in seconds) when 
comskip is enabled for LiveTV?

I've recently migrated from SageTV's native HDHomeRun tuner to the prime flavor 
via SageDCT. SageDCT introduces a small delay before bytes are written to file. 
This is fine for usability, but unfortunately, comskip is triggered before 
there's any video data in the file - completing it's run and terminating 
(assessment based on comskip log file create/last-modified timestamps).

The result is inability to use comskip on LiveTV. I think enabling a 
user-selectable delayed start value would help this scenario.. as well as 
improve capabilities for any SageTV Network Encoder.

fyi.. this capability is no longer needed.. comskip as of v0.81.049 accepts 
parameters for delayed start: standoff_initial_wait / standoff_initial_size.
