Enable IPv6 support for ezDV. #39

This is currently intended for use with internet services that ezDV currently interacts with (currently FreeDV Reporter and NTP). Missing support:

Audio/CAT control for Wi-Fi enabled radios (the currently supported radios do not support IPv6).
Web interface (ESP-IDF HTTP server code throws errors when attempting to process IPv6 requests, plus there's currently no way for a user to retrieve the IPv6 address(es)).

Before merging:

[ ] All CI actions must build without errors.
[ ] If the PR adds new user-facing functionality, this must be documented in the user guide. The Markdown files in the manual folder should be modified for this purpose.
