User Story	This is the whiz-bang control panel for configuring alerts

User Story	"As a user of nEXt, I want to be able to configure my email and browser alerts so that I am informed but not overwhelmed by bells and whistles"

Description

This is to implement A7-39 in the XD doc
Supports the three presets and the ability for custom configuration
emailed snapshot summary is configurable on a schedule, all others are simply toggles to turn alerts on or off.
All email alerts except for summary shall happen in near real time.
all browser alerts are a simple toggle
alert preferences are stored per user and persist in the DB through upgrades

Acceptance Criteria/Tests

a functional Alerts preferences page that matches the wireframes (note: perhaps not all alert types make sense anymore... let's discuss)
alert settings are persistent across sessions and upgrades
email summaries are correctly queued and sent out on the desired schedule

Per Chris in meeting on 5/23/19 this is now a V1.1 target. Removing from On Deck and moving to NEXT v1.1
