User Story Title Write upgrade service for Sawtooth rest-api

User Story "We need abstracted upgrade operations for our deployed microservices to make CICD a possibility."
Description Write an upgrade service to be used to take down and redeploy the Sawtooth rest-api container.
Acceptance Criteria/Tests The deliverable should be able to take down and redeploy our alpha/prod Sawtooth cluster with minimal user impact and data loss.

This ticket is not needed as the sawtooth rest-api container is now a part of the Sawtooth node we have running on ec2 boxes.
