User Story Title Write upgrade service for rbac-bootstrap-worker

User Story "We need abstracted upgrade operations for our deployed microservices to make CICD a possibility."
Description Write an upgrade service to be used to take down and redeploy the rbac-bootstrap-worker container in k8s using a red/green scheme.
Acceptance Criteria/Tests The deliverable should be able to take down and redeploy our alpha/prod rbac-bootstrap-worker container with minimal user impact.
