Unify Header classes & Vlr #24

Remove the hierarchy of RawHeader classes and introduce a higher level class 'LasHeader' which presents header data with more 'user friendly' classes.

The new LasHeader class now also contains the vlrs.

Also remove the hierarchy of LasData classes a to have only one LasData class.
