HTML MOTD not working #94

HTML MOTD is not shown even being enabled both client and server side. Possibly due to check for p47 clients (not supporting QueryClientCvarValue2). Client supported features arrive to the server after the MOTD check.

I refactored related code and added a wiki page: HTML and Unicode MOTD.
