Add support for all CSW Parameter types #62

Not sure of the actual status on this one. This also includes structures.

I was going to create a new issue, but I think it's valid to add a comment on to this one: I am specifically interested in ensuring that the type of a command ("Setup", "Observe" etc.) is somehow encoded in command-model.conf. I want for there to be enough information in the model files that one could imagine creating automated test code that sends each of the commands described by model files to the component.
