settings.ini db path issue #208

As reported by @strongX509 explicitly configuring the default path DJANGO_DB_URL=sqlite:///var/www/tnc/django.db does not work. Error: django.db.utils.OperationalError: unable to open database file

Absolute URLs need four forward slashes. I added documentation to the sample settings.ini.
