Commited the first version of the swid-generator into the branch https://github.com/tnc-ba/swidGenerator/tree/generator-base.

I'm ready for the wrath of the pythonists, but it's not done yet.

@cfaessler and I merged the argument parsing and the base-part. We also added some tests and an environment for yum managed packets. @dbrgn please review.
