Clean up xgb folder by deleting superfluous files #154

This eliminates the superfluous libraries and notebooks and renames the minimal ipynb to be the main.ipynb. It keeps the watermask loading code and a notebook that is not a different location.

This PR also updates the README to use the standard docker container for local runtimes, which is a much more robust and easy to use option described in the official pages.
