Implement runs from local datasets #43

39 is a nuisance and can be mitigated by making it possible to just skip the drive import.

47 would have been a nice way to make this easier but for now will likely have to just do a manual process to fetch the datasets from the shared drive.

Part of this was meant to lead to integration testing but that's now captured in #50.

The code as written doesn't need any modifications to run from local datasets so this is done.
