Put ML glossary somewhere centralized and version controlled

Glossary currently lives at go/ddf-isoscapes-glossary but is modified in go/ddf-isoscape-validation.

Docs version is centralized but not version-controlled. Right now the impression I get is that the second version is current, but it's not obvious without digging into Docs histories.

I nice-to-have would be a format that allows linking between terms.

We have a glossary, but we need to holistically look at how we hand off documents. we'll do this as an AI close to end of fellowship
