code is implemented with 3 restoration buckets (potentially 5 if severed linkages and resilient non-biodiverse land facets get moved to restoration), we are going to put this on hold until finalizing the assets that would support protection (decision to hold off on 3/4)

Next step will be to step-back and determine what metrics we want to include for restoration and if it can be done generally for some things and statewide
