revert Recycling Tanks to original game behavior #98

After a lot of playtesting... I'm pretty sure you've ruined the game, by making a 50% minerals multiplier available so early and so cheaply. I seriously think it's gotta go. The AI doesn't know how to combine this with a big mineral special to get a lot of productivity, whereas I the human do. Me doing that early, determines the game. I don't know if you or Induktio have fiddled with "minerals seeking" algorithms in any way, but the original game certainly wouldn't know how to use a Recycling Tanks in this manner.

In my own modding, I don't allow Genejack Factories until late midgame.

Not necessary because AI does know how to build Recycling Tanks now.
