Not sure to what extent this issue has duplicates (this thing may bneed to be rewritten - it's now here to not forget things)

The SAF should have a section that isn't there yet, for 'scope-broad configurations', e.g., for

[ ] defining scope-borad pre-defined converters and/or interpreters (sorters, err-stuff)
[ ] defaults for interpreters/convertser etc. for TermRefs and MRGRegs
[ ] defaults for id (which is currently at the first section, but may not belong there)
[ ] ...

Decision: let's use the scope-section for that instead of yet another section. This implies that all this stuff also becomes part of the first section of MRGs
