Add minimum percentage threshold to record verified score #84

Add a configuration option to allow users to set a minimum score to record a verified score. For example if a user doesn't want anything below 50% to record as verified they can set this value to 50% and if they score below 50 Rock Buddy will not upload a verified score to the database,
